The symptoms are exactly as you describe and will only get worse until one of those flutters kills the engine and it won't restart because you can't prime the fuel system any longer. Try removing those, replace the o-rings in the filter unit and use a wix (factory style) filter. If this doesn’t work, I’d ditch the head unit and install a lift pump (just a suggestion).
